Forbes Asia Recognized Justin Fulcher for Healthcare Innovation in Asia

Being named to Forbes Asia’s 30 Under 30 list is a meaningful milestone for any entrepreneur. For Justin Fulcher, the recognition in 2017 came in the Healthcare and Science category and reflected work building a telemedicine platform designed for markets where conditions were anything but ideal.

What RingMD Was Actually Solving

RingMD, which Justin Fulcher co-founded in 2013 at age 21, was not built for markets with mature healthcare delivery infrastructure. It was built for the gap that existed in much of Asia between expanding mobile connectivity and limited access to physicians. Patients in rural or underserved areas could reach a mobile device long before they could reach a doctor. RingMD provided the bridge, creating a remote consultation platform that connected those patients with physicians regardless of geography.

The platform required technical decisions that prioritized function under constraint. Low-bandwidth environments, inconsistent connectivity, and varying regulatory requirements across multiple countries all shaped how the system was built. Fulcher has described the underlying issue in straightforward terms: access to basic healthcare is foundational, and its absence creates compounding disadvantage for the communities that lack it.

After the Recognition

The Forbes Asia acknowledgment came as the company had already demonstrated it could operate across different markets. Fulcher eventually transitioned from active operations, retaining minority equity and board involvement. The platform had done what it was designed to do: bring connectivity-enabled healthcare to populations that needed it most.

That operational experience set the foundation for what Justin Fulcher did next. In early 2025, he joined the U.S. Department of Defense as a Senior Advisor to the Secretary of Defense, applying the same emphasis on functional systems to the challenge of defense modernization. His work there contributed to measurable reductions in procurement cycle times, compressing software acquisition from years-long processes down to months.
